Prevention over prosecution

Take a prevention approach to problems like drug use and homelessness/begging by being proactive and identifying at-risk people and intervening before they end up on the streets. Have a specialist team of mental health/support workers, rehabilitation experts and community liaison officers that work to keep people off the streets and off drugs rather than punishing/arresting them.

Often people in vulnerable situations, like the homeless or drug addicts, are in these situations because of complex mental health issues and need help rather than being arrested.
